They will let them yes, but if it has more bedrooms than the current
apartment, they will question why and assume they are renting out the
extra room.
Also, they give a really hard time about doling out start up for a
more expensive place. They will probably call them into the office for
an interview why its impossible for them to live in the current
apartment and why they cant find a cheaper apartment than the one they
want.
The ODSP rates are the same all over ontario, big cities get no more
than small towns
They will also not usually give start up before you move to a
different city, they make you apply for it in the new city, after you
get there, so most of the time it is not possible to use the money for
train tickets or a moving truck or gas money. The advantage of
applying for it after you get there is that they wont question the
rent amount usually. Some offices will go so far as to not issue
anything other than the regular amounts if they think you will use it
to move to a new city. if you tell them or they hear you are moving to
another city, they will deny employment start up and any
discretionary funds lest you use it for moving. Stupid rules that make
it so difficult.
If you are moving on the 1st and get a check on the last day of the
month from the local office, you will not get a monthly check from the
new office, just start up, so you have to be careful to save enough of
it for rent and food for the month as start up will not cover this.
Mind you it is almost impossible with moving costs they wont give you
especially since the new office wont give money for moving costs you
already paid out of the monthly check.
In short, it is possible, but very difficult and stressful to get a
more expensive place and almost impossible to move to another city
without going broke or worse. I speak from experience, I had to borrow
money just to get a moving truck or lose all my belongings when moving
from city to city and then they tried to take that loan off my check
