Bhubaneswar: Bangalore-based NGO ‘Janaagraha Centre for Citizenship & Democracy’ in its survey
the ‘Annual Survey of India’s City Systems 2014′ has rated Bhubaneswar as the second worst among
21 cities in 18 different states of the country. The parameters taken for consideration were
urban planning and design, political representation, transparency, accountability and
participation, sources said. Interestingly the survey has placed Chandigarh at the bottom of the
list, while Kolkata occupied the top slot. It can be recalled that planning-wise Bhubaneswar and
Chandigarh are considered nearly similar. The survey has given the Indian cities a score between
2.5 (Chandigarh) and 4 (Kolkata) against a global benchmark of London’s 9.6 and New York (9.3).
Bhubaneswar was awarded an overall score of 2.6, the report revealed. - See more at:
