Subject: RE: PCH Rumble Strips

Today I rode Southbound on Pacific Coast Highway between Warner and Seapoint and was so pleasantly surprised to find that there were NO RUMBLE STRIPS!!  The Rumble Strips have been paved over and the road was as smooth as silk where the rumble strips were previously located.  You couldn’t even tell where the rumble strips had been.

This is a MAJOR BREAKTHROUGH for cyclists on this stretch of road and I want to thank all of those people who were responsible for making this happen.

With great appreciation,

Happy New Year Paul.

At District 12 our cycling support team is with Lan Zhou, Alyssa Murakami and Serena Liu.

Caltrans is working on it - below is our most recent update from Andy Perez, the D12’s chief PIO.

Even acknowledging it as a mistake is significant.

Removing what was done as a safety measure will not be fast, easy or free.

If not done well it will result in compromised pavement.

We do need to establish the precedent for future locations that rumble strips to mitigate VEHICLE run off road incidents can be a serious risk to cyclists if not properly placed

 - and that when a shoulder is wide enough that it is consistently ridden by cyclists, it should to be upgraded to a Class II Bike Lane.

In a dark open road where only an adventure cyclist would ride - like along 101 between Paso Robles and King City - run off mitigation makes sense.

In OC where PCH is the primary route for thousands of cyclists - from beach cruisers to 28 mph eBikes (and faster=illegal eMotorized Cycles) rumble strips create more hazard than safety.

“Bots Dots” were originally expected to help but were found a hazard and are no longer placed; lower speeds will help all road users.

Edge riders who have come to depend on good shoulder pavement and maintenance will be learning the pandemic’s impact on our economy for the next few years,

but they "do NOT assume the risk of dangerous road hazards created by Government neglect” OR bad design.

Hello Ian,

Thank you for taking the time to send me a follow-up email.

Caltrans is taking this situation very seriously and we are working diligently on mitigation measures.

We are planning to remove rumble strips in the SB direction of SR 1 and pavit over.  We do plan to put back the rumble strip to mitigate run off the road incidents.  However, it will be placed on the roadway edgeline (white stripe) outside of the existing shoulder.

Please be assured that we continue to work on this matter.

Thank you,

EXTERNAL EMAIL. Links/attachments may not be safe.

Has there been any update on this? I haven’t seen any remediation, and throwing cyclists into a lane where drivers regularly go 20-30 mph over the speed limit is extremely dangerous. With current morning low light conditions this road has gone from being cyclist-friendly to terrifying to even we super experienced riders.

If you have been told that the sand has been swept from the road then someone is not telling the truth. It continues to force cyclists into the lanes at points along the way and crossing the rumble strip is super dangerous.

This can’t be left til there are numerous accidents.

Can you also forward me the ordinance and who allowed this work to go ahead in the first place? It is in the public interest to know how such a poor decision was taken, and ultimately how public funding has been wasted on something that will cost much more to repair than to dig up in the first place.

Hello Ian,

Thank you for reaching out to Caltrans. We appreciate your detailed email and are aware of bicyclists’ concerns regarding this section of PCH.

An update on our actions to date:

·        Maintenance staff was contacted about sweeping this section of PCH.

·        We are working with the construction team to improve bicyclists’ safety through the construction zone and during the construction period.

·        We are discussing options for removing/relocating the rumble strip.

Please be assured we will continue to work on this matter and keep you apprised. If you have further questions regarding the above please email us.

Best,

Good morning.

Who is our contact at Caltrans to publicly flog about the rumble strips on SB PCH between Warner and Seapoint? I have already begun the social media flogging and have reached out to the relevant clubs.

This will be the killing fields for cyclist. I was nearly hit many times yesterday. One cyclist in the bike lane and the only way to get around them is cross the rumble strip, cross the white line, and get in the lane!

The ONLY south bound route for road cyclist that is probably the heaviest traveled is now only about 2.5’ wide. The rumble stripes take up about 1.5’ (which is the EXACT place we want to ride because it is the cleanest), and there is usually debris and/or drainage grate on the other side making another 1.5’ unridable.

Riding the multi-purpose trail on the beach is a non-starter. It is incredibly unsafe, especially during covid. We will hit 20 – 30 MPH, which is WAY to fast for the trail.

Attached is a heatmap of that section. This is just the people that use a Garmin computer on their bike, there are many more than this. Every Saturday clubs like Lighting Velo, Velo Viet, Velo Alegra, and The Queen Mary Ride have group rides with 30 – 50 people in their pack. Guess where the wind up riding now. In the CAR lane!

The rumble strips need to be paved over NOW!
