My correspondence dated October 27, 2020 to Kimley-Horn accurately reflects the position of Department staff with regard to review of the traffic study and associated documents listed in the document. I regret if there has been a perception that this differs from the information I provided in response to your questions during our phone conversation. Any deviation is unintentional. I recall that you had inquired as to whether or not NCDOT had plans for road improvements in the area and specifically if there were plans to modify the 160 and 161 interchange and that I responded that neither the current State Transportation Improvement Program or the current Comprehensive Transportation Plan for the area included a specific project to modify this interchange. The absence of an identified project does not necessarily rule out the need for such a modification with changed conditions such as the addition of traffic volumes either attributable to a significant spike increase generated by a large development such as is currently proposed or through more gradual background growth in future years. In closing, I will also point out that as stated in the document, the proposed modification of the interchange and the proposed break in the controlled access right of way to accommodate the proposed site accesses will require review and approval by the NCDOT Right of Way Disposal and Controlled Access Committee as well as the Federal Highway Administration. The Applicant has not yet made the necessary submittals to these bodies; therefore, the outcome of this proposal is not determined at this time. I hope that this provides some clarification to this matter. NCDOT will continue to strive to provide accurate and consistent information on this project. With that goal in mind, the referenced traffic study documents and NCDOT correspondence are available at the Orange County Planning Department website at http://www.co.orange.nc.us/1722/Current-Interest-Projects

I hope you are well. I'm confused over your statements in your Review of Traffic Study letter to Kimberley Horne after our conversation in September about NCDOT's concerns about the braided intersection at Exit 160. Can you explain what made NCDOT change their opinion and now have a concern about the braided intersection with any "normal" increase in traffic outside of the proposed Elfand Station development? That was not your opinion when we spoke in September, so I'm a bit confused.
