Subject: Low Power FM at the Fair!
Hi folks - this is the real deal.
The FCC is about to - after a dozen years of hard fought
negotiations with corporate media, congress, and every special
interest you can think of - about to actually release the new rules
and application details for next year's Low Power FM Frequency
opening.
It will be a 10 opening - probably in late spring/early summer -
meaning planning needs to begin now if we are to make the
application.
The Fair - if we can get past a few hurddles - would stand an
excellent chance of getting a frequency - especially if done in
strategic partnership with the local Veneta community - to really
live our ideals of love and cooperation - plus it would be very
cool!
Management has already expressed support in concept - realizing the
tremendous outreach vehicle a radio station would present - not
simply to sell tickets, but when combined with a full internet
presence, really share our ideals and dreams and sense of community
that IS the fair with a global audience.
Once up and running - something that will take about 2 years from
now - the station should be self sustaining - even able to return
the admin fee to the fair for the fiscal sponsorship!
Oh sure - it would be a project of the Fair - probably as an
independent entity under the fiscal sponsorship of the fair - done
all the time by established non profits to protect the parent group,
etc - and as the application is absolutely free , less engineering
costs which we may even be able to secure in trade - the initial
costs can be kept very low - details we can figure out as a group as
we move forward.
There is a task force currently in a formative stage to research all
the details and have something to bring to the board by spring - as
this is one of those unique situations where we need to operate on
world time as opposed to fair time! The task force is made up of a
few elders - a few not even close to being elders - and is open to
anyone interested in making this happen
We have a google group, and are using google docs to store documents
for anyone in the group to review.
If anyone wants to get serious and learn a lot about LPFM - I urge a
thorough read of 2 websites.

I don't want to get too far into the weeds on this list, but there
are strong reasons to go for Veneta and not Eugene - with or without
the new rules.
Second - the most amazing site maintained by the most amazing people
who are directly responsible for the rule changes and the FCC's soon

Most, if not all questions anyone can think up are being addressed
by the task force (we're all long time fair folks - we know how
everyone thinks!) - we have both full proposal drafts as well as a
brief synopsis on the google group.
To quickly acknowledge , if not answer some of the main questions
that always come up -
Our first need will be for general Board endorsement - - so 'we'
can speak on behalf of the fair -
Re money - the application is free - there will be an engineering
cost, for which we may need to either seek board support (in the
hundreds of dollars) - or work out a trade - I've got my SO if need
me!
Re who's gonna run it? - We have at least 2 years to get that
together - - but the committee will be set adrift to find its way -
which includes - after some minimal loan to ourselves raising the
funds to make this thing happen - so there will never ever ever be a
drain on ocf resources - nada.
Won't this jeopardize the full power stations who broadcast from the
fair?
Of course not! We are talking a 100 watt station, as opposed to
90,000 watts!
Are the Eugene or Portland or Seattle daily papers threatened by the
Fair Family news?!
Whereas the larger stations carry our content - stages, talks,
whatever - our radio station would BE us - no intermediary - no
filter...plus would operate year round - using the massive audio
files we have accumulated over the decades, teaching people to use
the equipment - fostering story telling and song writing and jokes
and so forth.
Will it be difficult and challenging and prone to mis steps at every
turn?..Of course - but they will be our challenges as a community.
Would certainly love to discuss any of this on this list - as well
as talk/email anyone off list who wants to get plugged in and help
make this happen...get oin the google group - and see what's
happening.
We only have a few months to do a lot of work -
