Job Title: Functional Architect 1 – Chief Cloud & Compute Engineer

Location: Harrisburg, PA (Hybrid – 1 day per week onsite)
Duration: Long-term Contract (40 hours per week)
Local Candidates Preferred: Must reside in Pennsylvania and be willing to work hybrid.
Position Overview:
The Chief Cloud & Compute Engineer is responsible for providing leadership, direction, and strategic oversight for the Commonwealth’s Enterprise Cloud and Compute Operations. This role ensures that cloud and compute solutions align with the Commonwealth’s vision, technology strategy, and roadmap as defined by executive leadership (CIO/CTO).
This position involves managing a matrixed technical organization, fostering collaboration across agencies, and ensuring the continuous improvement of Enterprise Cloud and Compute Operations through best practices, ITSM processes, and performance metrics.

Key Responsibilities:
Leadership & Strategy
Lead the Cloud and Compute Architecture & Engineering Team, ensuring strategic alignment with the Commonwealth’s CIO/CTO vision and technology roadmap.
Drive standardization and best practices in cloud and compute design, delivery, and operations.
Foster a unified, customer-focused culture across distributed IT teams.
Serve as a trusted advisor to the CIO/CTO on emerging technology and market trends affecting enterprise cloud and compute platforms.
Balance short-term and long-term initiatives to support enterprise and agency needs.
Service Management & Operations
Direct ITSM process design, adoption, and maturation (Incident, Problem, Change, Knowledge, Service Catalog).
Establish, monitor, and improve SLA/KPI performance metrics for cloud and compute services.
Develop dashboards, reports, and executive summaries to measure service performance and operational health.
Oversee business continuity, disaster recovery, and resiliency planning for Enterprise cloud and compute environments.
Ensure alignment of operations with service level agreements, cost optimization, and compliance requirements.
Cloud Architecture & Platforms
Design, implement, and manage cloud solutions across major public cloud providers:
AWS: EC2, VPC, IAM, S3, CloudFormation, CloudWatch
Azure: VMs, VNets, Resource Manager, Monitor, Security Center
Architect and manage hybrid and multi-cloud environments, including interconnectivity, workload migration, and governance.
Implement and enforce cloud governance frameworks, tagging standards, and RBAC policies.
Drive optimization of cloud workloads for performance, security, and cost efficiency.
Support adoption of sovereign/government cloud environments (AWS GovCloud, Azure Government).
Process, Governance & Risk
Develop and maintain cloud and compute architecture standards, policies, and documentation.
Approve, prioritize, and oversee design and implementation projects for enterprise cloud and compute systems.
Conduct business case analyses for technology investments and optimizations.
Assess risks related to infrastructure resiliency, continuity of operations, and compliance.
Drive continuous improvement initiatives to mature service delivery and operational efficiency.
Collaboration & Leadership
Provide technical guidance and direction to a matrixed organization serving enterprise, TSO, agency, and external customers.
Support CIO/CTO-level planning, performance measurement, and technology strategy formulation.
Coach and evaluate staff performance, fostering a culture of excellence and accountability.
Promote cross-agency alignment and shared service adoption within the Commonwealth IT ecosystem.
Travel as required (including overnight stays).
Required Skills & Experience:
Leadership & Strategic Management
Proven success leading cloud and compute architecture teams within a large enterprise or public-sector setting.
Experience managing matrixed IT organizations and establishing unified, customer-centric cultures.
Strong ability to align enterprise technology strategy with organizational goals.
Cloud & Compute Expertise
Extensive experience in multi-cloud design, deployment, and governance (AWS, Azure).
Expertise in IaaS/PaaS technologies, cloud cost optimization, and performance tuning.
Experience implementing secure, scalable, and compliant hybrid/multi-cloud solutions.
Knowledge of disaster recovery, business continuity, and infrastructure resiliency planning.
ITSM & Service Operations
Demonstrated success in IT Service Management (Incident, Problem, Change, Knowledge).
Proven ability to measure and improve operational performance through metrics and dashboards.
Experience in establishing ITSM frameworks and driving process maturity across large enterprises.
Communication & Analytical Skills
Strong leadership, presentation, and stakeholder management abilities.
Excellent analytical and problem-solving skills with a focus on innovation and continuous improvement.
Ability to translate complex technical concepts into business-aligned outcomes.
Preferred Qualifications:
Experience in government or regulated industry cloud environments.
Familiarity with frameworks such as ITIL, NIST, and COBIT.
Cloud certifications (e.g., AWS Solutions Architect, Azure Architect Expert).
Experience leading large-scale enterprise migrations or modernization initiatives.
