Hi,
    Everyone in the ONA has the opportunity to weigh in on the Hwy 131 proposed plan.  Jud included access to the plan and its numbered lines with the Feb. ONA minutes.  Comments on the plan would be sent to Richard and I which we would share with the ZAPR.  The only comments were from Jerzy Rub which included mostly wording changes. 
    The origingal purpose of having the ZAPR committees exclusively on the oceanside...@googlegroup.com site was to continue the goals that the ZAPR committees were set up for.  The Hwy 131 proposal has broadened the function of the ZAPR group.  If we wish to include all the ONA, we would likely need to set up parameters on the focus of the discussions.  It was a consideration. 
    Including more voices in the discussions is obviously important.  It would appear that new people could join the ZAPR as others have lessened in participation.  Appeals are made and will continue to activate Oceansiders!    Kris

Craig S. raised the issue that these proposed Hwy 131 regulations should be discussed by all of ONA not just people on the ZAPR subcommittees.

 

Is googlegroups limited to just ZAPR? Is the reality that just ZAPR is on googlegroups?

 

Could the instructions for participating in gouglegroups be redistributed to all of ONA and also the fact that the Hwy 131 proposed regulations are on the ONA web site and to send comments with line #s to googlegroups if possible. If not, then to you or Richard so you can send through googlegroups.

Thanks Mary for the update, look forward to the progress report.  Richard and I met today with discussion on the Hwy. 131 draft plan.

Several overarching issues-  The draft leaves the door open seemingly on proposals that could  include- the entire county, Netarts and Oceanside, or allow just for Oceanside.  We rather feel it would be appropriate to consider just for Oceanside as we don't know whether other communities are in a response mode.  Where it goes after that, as a model etc. we'll see.  Secondly since there are no funding mechanisms within the document, ideas such as gateway features, bicycle racks can be entertained but don't carry the weight  to consider

them  realistically.   What is done with private development, well I'm sure you all will look at that.

Since Ron Young and I were the only 2 members of the Short Term Rental subcommitte, we merged with the Commercial subcomittee that I'm also on. 
 
The Commercial subcommittee has met several times for brainstorming. The combined Commercial/Short Term Rental subcommittee is meeting tomorrow to discuss the Hwy 131 proposed Commercial Code changes and Short Term Rentals.
 
On Short Term Rentals, since Oceanside is not incorporated, our plan is to review the Manzanita and Cannon Beach short term rental ordinances, and draft a model for a Tillamook County ordinance that Tillamook County would hopefully consider when they draft the actual ordinance. The model would include a reference to the Short Term Rental Advisory Committee report conclusion that each community (Oceanside, Netarts, etc.) would have input on specifics for their community. There should be something added to the Oceanside Residential Code about short term rentals once our subcommittee is finished and that something is voted on at the ONA, but would be dependent on Tillamook County having an ordinance.
 
Commercial/Short Term Rental subcomittee includes--Mary Flock, Ron Young, Sue Butler,Craig Swinford and
Nancy Rangila. We don't have a Chair, just an Organizer which is me since the meetings are at my condo in Portland during the week because I don't have a car. We could use some help if anyone wants to join us.

PS-I don't do public speaking so don't ask me for a verbal report at the ONA. I'd rather be run over by a car again. I will do a written report on what the subcommittee agrees on as soon as I can after the meeting.

    Several things. 

    Most of the ZAPR committees have discontinued meeting.  We need a reinvigoration of efforts because we have yet to complete the jobs at hand.

   

    3 TASKS

 

    1. HWY 131 REFINEMENT PLAN- RESPONSE

    The Zone and Plan Review Committee is being asked to provide response to the  proposed changes/additions in the refinement plan.  This document is separate from the ONA response to the State Parks proposals that was reviewed at a 2007 ONA meeting.  The Hwy. 131 'technical memorandum' relates to proposed changes to Oceansides  Commercial Zone.  To  folks, the COMMERCIAL COMMITTEE, ROADS COMMITTEE and OTHERS offering input, please use the numbered lines in refering to the points you are making, locate at ONA web site, Hwy 131 study.  Richard has begun reviewing the Lighting Ordinance ammendment  in comparison to the lighting proposal ordinance he brought to the Feb. ONA meeting.  The eintire Hwy 131 document is up for a hearing at a county meeting in April, so it would be good to start rounding up some solid response now to bring to the ONA meeting.  Please share your input on the Oceanside Google Group site. 

  

    2.  OCEANSIDE GRADING ORDINANCE-CREATION

     As with the lighting ordinance proposal presented at the last ONA meeting, we have other community approved issues to consider as ordinances related to the survey.  Using the Bend Lighting Ordinance as reference is one example where resources exist that are available for us to tap into. We are looking at proposing  a grading ordinance based on the survey language that--  reviews existing Tillamook county ordinances, looks to Bend, Manzanita and other existing ordinances and/or  uses our own language to frame a proposal. We are looking to revive the RESIDENTIAL COMMITTEE and invite OTHERS to involve themselves in this process.  Please share your initital input on the Oceanside Google Group site.  

 

    3. 2ND HOME RENTAL- RESEARCH and REVIEWand PROPOSAL

        As L. Phipps stated at the Feb. ONA meeting it is  unclear at this time whether to consider this issue as a land use issue or a commercial issue.  Proposals will likely be considered as one for Oceanside and other unincorporated communities county wide.  But the effort starts here, or potentially in coordination with other communities.  The 2nd HOME COMMITTEE and OTHERS possibly the COMMERCIAL COMMITTEE will want to look into ordinances from other communities, Manzanita for example.  Again please share your input, whatever it may be on the Oceanside Google Group site.

 

          So, we ask all ZAPR members to step up and share your thoughts!

Hi everyone,

Deb here as List Administrator, to clarify who is on the list.

It has been some time since we set up this list on google, so here's the scoop if you're interested.  The google list includes:

1) The 2006 appointed members of the Zone and Plan Review Committee.  Those members were appointed by the ONA President.
Subcommittees were formed to support the revisit of the current Community Plan and the process to review and recommend ordinances as needed.  

2) Sub-Committee members. After some discussion with the Co-Chairs (Powers and Woolpert) and the ONA President, it was decided to include the subcommittee members on the list to increase the exchange of info.  It was further decided that anyone in the public should have access to the group site for transparency, but the group was not opened up for participation beyond the committee and its subs (for focus and spam protection).  That is to say,  the public can read but not comment directly to the group (the site directs them to email the ONA.)

3) Our county liaison, who is set up to receive a weekly digest of emails rather than each on as it arrives.

It also as originally set up to get us through what we had anticipated to be a one year project (through the updated Community Plan, still in process). 

It IS possible to open participation in the google group to others if the co-chairs desired.  ONA members could simply request membership to the list administrator, self certifying that they are an ONA member.  It's an interesting idea that has some additional overhead and should be discussed by the co-chairs and the ONA president.  Alternately, you could create a full ONA group.  It is technically feasible. The ONA would need to make the policy decision.

Back to the current list.  The current list (with two caveats noted) includes:
