I do believe that one of the concerns at the start of
last years ZAPR process was that yes, we had a commuity plan and we had
ordinances but, that the strength would not lie in our community plan
if ordinances did not start reflecting it. So the 'zone'
reviews - commercial, residential, etc. were to review the ordinances and
policies( in the plan) and make any proposals. The survey
reflected both measuring ordinance approval and general 'values'
from the community plan.
The commercial committees recent work proposes
changes related to the 'zone' ordinances. Though the community plan
supports the village character, the community did vote as a
majority to not elect to change the ordinance language related to the
24 ft. height of non oceanfront commercial. The committee also
proposes ordinance changes related to questions that were not thought of at the
survey time. If through discussion, debate and email participation
the association agrees to pursue a 'special survey' of the entire community
on the other proposals related to buiilding setback and square footage
then I believe this is how we would need to proceed.
There are other ordinance
creations and proposals that have not begun work in committee related to the
survey results i.e. a grading ordinance.
It is often an issue of getting more volunteers.
The P in the ZAPR is obviously the plan review and we need to do it!
As we have not received any additional input on the
Hwy 131 plan this last month, time may be donated to the discussion of
the commercial issues.
