Ocean-rails gem v1.16.0 released

Version 1.16.0 of the ocean-rails gem has just been released. The ruby version has been upgraded to 2.0.0-p247.

As Ruby 2.0 still is young, it's essential to keep abreast of new patches. We will continue to do so until patch releases are more infrequent.

All OceanDev repos have been upgraded accordingly.
