More fender q's

Hi all, I read the earlier post about fenders and tires but I thought I'd start my own for my upcoming 650b Rambler. I'm planning 35 to 38mm tires, so I'm guessing 45 to 50mm fenders would be ideal? If I go 38mm tires is 45mm fenders too small? Currently looking at the VO aluminum fenders as I'm trying to keep the build lighter weight and on a budget.

I have the VO Zeppelin 52mm fenders on my Rambler and they're perfect. I use 38-42mm tires.

I'm probably going to go with the 50mm VO fenders unless anyone has a solid reason to spend 2x as much on a set of Honjo's. I think 45mm would be too limiting for tire options and I hear the VO 50mm actually measure closer to 46-47mm, Don't think 35mm tires would look funny with the 50mm fenders. Thoughts?

I use the smooth 45mm VO fenders on my Rambo with 35mm (actual) tires. To me, it looks like 38mm  tires would be too tight.
