has an item on [as I listen, it's almost 4am--but you can find it on their pod casts, I believe] about guerrilla grafters who are grafting edible fruit tree twigs onto ornamental fruit trees in San Francisco. This started when somebody wanted to plant a fruit tree in front of their house but they were "expected" to plant an ornamental one. Somebody research where to get graft-worthy twigs! This is time of year dependent, I think, and I think that the twigs need some overwintering in the ground. Can't recall, exactly. This grafting could be done very discretely on public lands. Apples would be a cinch as there are no end of ornamental crab apple trees in parks. [
