Subject: 2012 Pacific Mountain West Conference DI, DII and DIII
Please read everything carefully and in its entirety. If you are not the representative for you club please forward to them and copy me so I have their contact information.
USA Rugby has determined that Men’s College Rugby will organize themselves into conferences and separate from Territorial and Local Unions. Although USA Rugby only mandated this for DI this year, it is planned for DII next year and because of this SCRFU has requested that we include all Men’s College Rugby Divisions immediately.
In light of the need for this to happen fast we took steps with the current SCRFU College Representatives (Jeremy Ognall, Kevin Battle, Jim Wilson and Roche Sanchez) to develop the below plan. Our goal is to stay as consistent with existing practices to make this a smooth a transition as possible.

Relegation/Promotion Matches will be built into all Divisional Schedules. The #1 finisher in a lower division will have the right to challenge the last place finisher in the higher division. This match will be scheduled by the division representative before the start of the season. The challenge match will be held at the home venue of the higher division team. The winner of the challenge match, provided the winning club meets the minimum division criteria* for promotion to the higher division, will compete in the higher division the following season.
Collegiate Scoring System & Seeding Structure for PMW
We will be using the “Bonus” scoring system; points shall be awarded as follows:
· Win: 4 points
· Tie: 2 points

Seeding
At the end of the competition, the team with the most points is seeded # 1, second most is seeded #2, and so forth.
Tie-Breaking Procedure: In the event two or more teams have identical point totals, the following procedures will be used to determine placing/seeding:
1. Most wins
2. Least losses
3. Head-to-head competition (wins/losses)
4. Net points in head-to-head competition
5. Net points in conference play (if applicable)
6. Net points in division play
7. If still tied, to be determined by PMW Executive Committee
Some reminders for this season:
1. Team CIPP and individual registration is a must for every team and every player. Please insure that you have all players and coaches properly registered prior to playing in any matches.
2. PMW player registration is also mandatory. We will continue to use the existing on line registration process that we used last year. Make sure that all players and coaches are registered on-line at www.scrfu.org well before league competition begins! Proper USAR CIPP and documentation, including player photos, will be required at your first scheduled league match! If you are unsure how to use this system please contact your PMW Division representative for guidance.
I can best be reached by email, but if necessary, I am available by phone at 619-379-8953.
Please email reply by August 11th to confirm that you've read and understand everything to avoid any unnecessary conflicts later in the season. Non-reply by the designated date will be considered as acceptance.
