Northbound Route 51 Jug Handle Single-lane Restriction Underway in Pittsburgh   PennDOT District 11 is announcing a short-term single-lane restriction is underway on the northbound Route 51 (Saw Mill Run Boulevard) jug handle in the City of Pittsburgh, Allegheny County.   A single-lane restriction will occur on the jug handle on northbound Route 51 at the intersection with Route 88 from 7 a.m. to 5 p.m. weekdays through Friday, April 1.  Crews from the Joseph B.
