Funding for Next year

Hello,

It has come to my attention that the County is not supporting a budget next year that would fund compensation for project ADVANCE.  When this program was rolled out to us, it was explained that engaging in a rigorous process of professional development would lead to a permanent stipend.  I put enormous work in meeting the requirements for this program, and was shocked to hear that it could lose funding.  This would absolutely break trust between the school employees and the district.  I would feel extremely misled in deciding to pursue this program.

Please fund Project Advance in future years, or at least grandfather in those who have already completed the program.

There are many needs facing the students, families and staff in our schools.  While the manager recommends holding the per pupil funding steady, I want to let you know that the schools do have additional funds to utilize.  

CHCCS estimates that they will have $4.5 Million in target unassigned fund balance plus another $11 million above that. This more than covers the full continuation budget and expansion budgets, though of course, they probably should not hire new staff for one year only to then have to lay them off.  They are also receiving $3,225,426 in ESSER II funds that they plan to use for summer and supplemental instruction.  Excellent. The ESSER III (American Rescue Plan Act) funds are projected at $7,219,087 for CHCCS although please note those are to be stretched over 3 years.  Fund balances exist for cash flow to "make payroll" and for emergencies.  This an emergency.  

CHCCS included Project Advance in their continuation budget. 

OCS has less in their fund balance but also sufficient dollars to more than cover their continuation budget and will also receive ESSER II and ESSER III funds.  I'd be glad to provide more detail if desired.
