Hello,

Our neighborhood, Hunt’s Reserve in Chapel Hill, has completed a “Petition for Road Addition” application. My understanding is that this application must first be submitted to the Board of County Commissioners for Orange County before it gets forwarded to NCDOT.

Could you please tell me how this process works? I am happy to bring the application to your office, if that helps.

Mr. Alfieri,
In response to your e-mail below, the process for NCDOT addition to the State Road Maintenance System starts with the local town (Chapel Hill) and NCDOT. They in turn notify my department and we prepare a package for the BOCC to ultimately endorse and recommend acceptance to NCDOT State Maintenance System. I will reach out to you to offer more details.

I've also cc'ed Chuck Edwards our local NCDOT District Engineer who might also be able to offer guidance on where your community stands in the petitioning process.

I've attached a petition for road addition form for your use in requesting State maintenance of the streets in this subdivision. Please complete the form to include a list of all roads you are petitioning, and signatures of property owners on the various roads. Return the completed form to this office. Upon receipt, NCDOT staff will investigate the streets for eligibility for addition to the State highway system and will provide correspondence to the designated contact person detailing our findings and requirements. Please allow approximately 45 days for NCDOT to complete the investigation.
