Dear Lou,

On behalf of the Orange County Board of Commissioners (BOCC) I consulted with our county attorney and his answer is the following: Bonus and merit pay are public records pursuant to NC public records law.  However, these forms of pay are specific to individual employees.  Some employees may receive merit pay and others may not.  If you have a request about specific individuals and whether those specific individuals received merit pay, please refer those questions to Wil Glenn who can coordinate producing the appropriate public records.

Thank you for the response.  I do not want to know who. Some employee's that have spoken to me , do not understand how that form of merit pay works. It was the same problem when I work at OCSW. Some believe as do I. A bonus is a single check received by someone as a bonus. Don't could  me wrong I get it. Some employee's are afraid to ask how this works. Most know about retaliation things that happen and just let it go. Some have said HR does not give a clear explanation.  This is what they have talked to me about. Some of the issues. If you could forward these concerns, I'm sure it could only help.
