Ethical Breach & Institutional Fraud Inquiry / Case A248850:
To Elizabeth Overcash and the Orange County Board of Commissioners in copy,
Ms. Overcash, your response is a documented falsehood. To claim your staff "did not realize" our foundation is in Mexico is technically impossible; our Google Ads—the very reason you reached out to us—explicitly state our location. This isn't a mistake; it's a cover-up for a strategy of international emotional exploitation and fraud.
As a Verified Google for Nonprofits Partner, we operate with the highest ethical standards. Seeing a wealthy U.S. agency using photos of a dog like Ginger to "beg" for charity from a solo rescuer in Mexico, while rejecting a $120,000/year partnership, raises a dark question: Where is the taxpayer money actually going? This is not philanthropy; it is a facade.
To the County Management in copy:
I am giving you one single opportunity to rectify this narrative before we cross the Rubicon.
We will expose the "Dark Side of U.S. Philanthropy": how you exploit international non-profits to cover your own administrative rot. We have the receipts, the legal support, and the moral authority of our American partners.
Choose your next move wisely. See you in the headlines.
Hi Ryan and Oliver,
Thank you for your prompt response. I appreciate the work you do. We reach out to rescue organizations when we have special needs cases, such as Ginger, as they are generally able to give more time and attention to individual cases than we are. Our staff member who sent you the email did not realize that you were in Mexico. I am sure that you have many animals already who need your attention. While I appreciate your offer to help, we will continue networking Ginger locally here until we have placement.
I appreciate your response and your offer below. Please let me know if you need anything further.
Thank you,Elizabeth

To the Orange County Board of Commissioners and County Management,
I am Ryan Cosgaya, Founder of the Animal Shepherd Foundation. My Executive Director, Oliver Martin, has updated me on the situation regarding Ginger (A248850).
I have read the thread from my Director and, if at any point his tone was offensive, I offer my apologies. Oliver is a deeply passionate person who has volunteered for my project for many years; he has seen the immense sacrifices I have to make daily to save lives in the mud of Mexico. Perhaps he exceeded himself slightly, but I believe it was necessary: It is frankly unpleasant and disheartening to see a powerful country and a wealthy county asking for help from a project like mine simply because they saw my Google Ads.
I am a verified Google for Nonprofits Partner, and I am choosing to offer a path of high-level cooperation. This status grants my organization $120,000 USD every year in advertising resources, and I am prepared to integrate this global visibility into a formal Strategic Partnership with Orange County and UNC.
My Strategic Offer:
- Grant Integration: I am offering to bring my annual $120k Google Grant to a joint program. If your department "hit a wall" due to lack of resources, we can solve it together.
- Resolution for Ginger: I reiterate our acceptance of the rescue. We have provided the logistics (American/United flights via DFW/IAH). If you facilitate the transport, we show the world that international ethics work.
- The Professional Path: I am offering to be your partner, not your enemy. However, if this offer of a $120,000/year collaboration is met with further silence, I will share this entire history with The Daily Tar Heel and The News & Observer. The taxpayers deserve to see how their leadership ignored a world-class partnership offer.
I don’t need your budget; I have the ethics, the technology, and the 120k annual grant to help you. Let’s start a world-class collaboration between Mexico and North Carolina.
Be the leaders this partnership deserves. I await your response to coordinate the flight and the partnership terms.
