Subject: Question on County–CHCCS Coordination and Planning Alignment
Dear Commissioner Bedford,
I hope you’re doing well, and congratulations on your recent primary win.
My name is Robert Wingate, and I’m a Chapel Hill parent and relatively new resident (about six months). I’ve been following the recent CHCCS discussions around school capacity and potential closures, and I’m trying to better understand how the County and the school district are coordinating on these issues.
From what I can tell, the County plays a significant role in funding capital projects and long-range planning (including the 2024 bond and demographic analysis), while the district is making nearer-term decisions around operations, staffing, and school utilization. I’ve heard a range of perspectives from both County and district representatives, and I’m hoping you might be able to help clarify how these efforts are aligned in practice.
In particular, I’m trying to understand:
- How the County and CHCCS are coordinating around growth projections and long-term planning assumptions
- When the final analysis from Carolina Demography and updated SAPFO data are expected to be presented to the Commissioners
- How that data is being incorporated into current decision-making timelines
- How situations are handled where the County owns school property (for example, if a school located on County-owned land were to close)
I also noticed the recent budget decisions, including how the CHCCS district tax rate was set relative to revenue-neutral. From a resident perspective, I’d be interested in understanding how the County is thinking about school funding pressures more broadly, and whether there have been discussions of alternative strategies to address those gaps.
For context, I do have a daughter at Seawell Elementary, but my primary goal here is to better understand how these different pieces fit together at the County level.
I appreciate any insight you’re able to share, and I’d welcome the opportunity to learn more if there are resources or conversations you’d recommend.
