Orange County Forming Tax Assessment Work Group

                           Community Members Invited to Participate

Orange County is establishing a Tax Assessment Work Group to review and evaluate the policies, processes, and procedures used by the Orange County Tax Office to assess property values. The Work Group will also examine how the Tax Office communicates with the public about assessments.

The county is currently soliciting applications from residents to fill four community representative positions—two from District 1 and two from District 2. Interested residents can apply at www.orangecountync.gov/apply before September 30, 2025. The Board of Commissioners will appoint the selected representatives during its October 7 meeting.

Purpose and Responsibilities

The Tax Assessment Work Group will serve as an advisory body, providing feedback and input to a consultant that will be hired by the county. The consultant will develop recommendations to improve and strengthen the accuracy and transparency of Orange County’s property tax assessment process.

Work Group Composition

The Work Group will include:

  • Three County Commissioners: Marilyn Carter, Amy Fowler, and Phyllis Portie-Ascott
  • County Manager Travis Myren
  • Tax Administrator Nancy Freeman
  • Budget Director Kirk Vaughn
  • Office of Civil Rights & Civic Life Director Paul Slack
  • Community Relations Director Wil Glenn
  • Representatives from the NC Housing Coalition
  • Representatives from the Orange County Property Tax Justice Coalition
  • A non-profit housing provider
  • Two community representatives from District 1
  • Two community representatives from District 2

In addition, tax administrators from Durham and Wake counties will be invited to share best practices during the group’s discussions.

Once the Work Group is formed, it will establish a specific timeline to complete its work.

Call for Community Engagement

Orange County encourages residents who are passionate about fair and equitable property taxation to apply for one of the available community representative positions. This is a unique opportunity to play a direct role in shaping policies that impact every property owner in the county.
