Orange County Board of Commissioners,
On May 5, HUD Secretary Marcia L. Fudge announced the award of 70,000 Emergency Housing Vouchers (EHVs) to almost 700 Public Housing Agencies (PHAs) across the country. These vouchers are funded through the American Rescue Plan and can be used to provide must needed tenant-based rental assistance to individuals and families who are:
• Homeless
• At risk of homelessness
• Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking,
or human trafficking or
• Recently homeless
The Orange County Housing Authority was awarded 19 EHVs. This means that much needed housing for 19 struggling families or individuals in your community could very well become a reality.
In order to achieve that we need your support on this very important initiative and are requesting that you contact the Orange County Housing Authority and encourage them to accept and utilize the allocated vouchers in a timely manner.
The Public Housing Authorities (PHAs) deadline is May 24, 2021 to accept the vouchers. If you would please ask them to respond no later than May 21, 2021 that would help to expedite the process of accounting and reporting the status of the EHV voucher allocations.
EHVs provide a unique opportunity to creatively and equitably house some of the most vulnerable people in our communities. To encourage partnerships and community collaboration, HUD is requiring that PHAs administering EHVs partner with their local Continuums of Care (CoCs) and receive referrals from the local Coordinated Entry System.
The requirements for administering EHVs are outlined in PIH Notice 2021-15, issued by HUD’s Office of Public and Indian Housing. Additional guidance can be found at https://www.hud.gov/ehv , and you can view the short training video for PHAs on how to accept the vouchers at https://youtu.be/dj4zbd0VTRA.
We look forward to working with you to ensure that the Orange County Housing Authority works to accept and utilizes their allocated vouchers on behalf of those we mutually serve. Again, please ask them to respond no later than May 21, 2021. Should you have any questions, please feel free to contact me directly.
Thanks,
