Dear Commissioners,
Given the recent negative feedback surrounding Solid Waste operations, I would like to take a moment to recognize the hard-working men and women of the Orange County Solid Waste Department.
I had the privilege of working closely with and supervising an exceptional group of employees who consistently gave 100% to Orange County and its residents. These individuals routinely endured extreme weather conditions, including heat, cold, rain, and snow, while continuing to provide essential services. Site attendants and drivers report to work each day with a commitment to serving the residents of Orange County selflessly and professionally.
I appreciate the County's recent decision to raise the minimum wage for County employees to $20.02 per hour. While this increase was both generous and appreciated, it did not appear to address the issue of wage compression. During my time as Sanitation Supervisor, I made a commitment to advocate for these employees and to help ensure that their compensation accurately reflects their responsibilities, certifications, and experience.
Employees working in Household Hazardous Waste (HHW) operations are intended to receive compensation that reflects the specialized nature of their work. HHW employees should receive wages that are 5% higher than the average Site Attendant wage, and Site Leads who possess HAZWOPER certifications should receive an additional 10% differential. Employees have raised concerns regarding compression pay, and some have submitted their concerns to management in writing. Unfortunately, this issue remains unresolved.
In addition, two Site Attendants who hold HAZWOPER certifications were recommended for title changes to accurately reflect the duties they currently perform. My understanding is that the necessary paperwork has been reviewed and approved by Human Resources and is awaiting final approval. These employees have been waiting for nearly two months without receiving a decision.
I respectfully request that the County consider addressing wage compression, the impact of the recent minimum wage increase, and the appropriate compensation adjustments for employees performing HHW duties. These employees perform demanding and essential work, and I believe they deserve compensation that reflects their responsibilities and contributions.
I would also like to personally thank my former staff members for their dedication, professionalism, and hard work during my time with Orange County Solid Waste. Their commitment to the County and its residents has never gone unnoticed.
Resolving these compensation concerns would demonstrate the County's commitment to its employees, improve morale, and acknowledge the valuable work performed by these dedicated public servants. I respectfully ask that you give this matter your consideration and take the necessary steps to ensure these employees are compensated fairly.
