"TDOR" & "Transgender" Public Record Request

Board: 

I request to view the emails and chats and text messages of the following Orange County employees, for the month of November 2025 and which include either of the words "tdor" or "transgender":

1. All seven members of the Board.

2. The County Manager. 

3. The County Clerk. 

4. All paid employees of the Orange County Office of Civil Rights. 

5. The head of each department of Orange County government, including but not limited to the Human Resources Director and the Sheriff. 

My perception is that Orange County government was radio-silent to recognize TDOR and the real fear that transgender people feel of becoming victims of violence (including death) just for existing and being their real selves.
