So I recognize that OC has chosen to pursue its national-level relevance by becoming the first instantiation of impeaching a local official. And I grant that the populace rising up to impeach a State position as lofty as the Chicago Mayor would have send a resounding shatter through their corporate-arranged house of mirrors which currently passes for State infrastructure here in the US.

But is your goal legally plotted? Or are you still generating steam without wondering too much about who will design the steam engine?

I've actually looked into this, contacted the Board of Elections, and we cannot recall Mayor Emanuel and I doubt the City Council would move forward with an impeachment any time soon. This is what they wrote to me back in Feb:

On the subject of recall elections, Illinois lawmakers approved a Constitutional Amendment related only to the office of Governor.
The statewide vote on the Constitutional Amendment at the Nov. 2010 General Election was reported by the General Assembly as follows:
Governor Recall. Adds Article III, Section 7. Approved.
Total vote, 3,780,779.
For, 2,158,337.
Against, 1,127,280.
Currently, there are no other statutes or constitutional provisions for recall elections in the Election Code or the State Constitution.

We hope this information is helpful and thank you for the opportunity to be of assistance.

Do it anyway. Political theater leading up to NATO is good. You can also do a side thing to get a recall option for Mayor and Alderman. Scar the shit out of these bastards and send a clear message that we will Scott Walker their asses, even if only it is in the public's eyes.
