[Obo-taxonomy] New release of ncbitaxon obo and owl

We plan to make a new release of the ncbitaxon translation this week.

What would we think would be a good release cycles for ncbitaxon obo and owl? Monthly? Every two months.

The only reason not to deploy continuously would be 1 we don't have as good tracking of retired IDs as we would like [2] changes in the upper parts of the taxonomy can yield incoherencies when taxon constraints are used.

I vote for having it every two months (we do regular updates on that basis but we expect to perform it every 3 months after the summer)...
