[Obo-taxonomy] new ncbitaxon release and build-ncbitaxon project moved to github

I just pushed a new release, will be available tomorrow. Note this
doubles the size of the taxslim subset. We now include all of uniprot
reference proteome plus any taxon that has at least one gene with a non
electronic annotation in GO.

Also, I moved the pipeline code for making NCBITaxon from sourceforge to
github:

I've also updated the page about how the ncbitaxon ontology is
constructed on the OBO Foundry:
