GAZ github issue tracker metadata

As part of the Ontology Development Kit work we are trying to provide a more uniform experience across github trackers

For background see these tickets:

I made a start at grouping the gaz issues into these labels

None of this is final, we can rename or make new labels etc

I used the default 'question' tag for any tickets we may want broader community input on:

When we announce renewed GAZ efforts on the obo-discuss list we can point to this set of issues to gather broader feedback from the community.

I also like using GH milestones and projects. I know Pier has some deadlines coming up, so putting must-haves into milestones can help us track. Of course none of this is binding, it's just useful metadata to help us organize and coordinate.
