[Obo-format] oboformat project moved from googlecode to github

This is the new home:

I took the opportunity to update the README - we now recommend using
ROBOT for command line conversion, and the converter is part of the
OWLAPI (3.5.x and above).

The HTML for the spec is now available via gh-pages:
http://owlcollab.github.io/oboformat/doc/obo-syntax.html

Given the spec has been mostly stable for a while, I would like to wind
down this list and use the tracker for any proposed spec changes, as
proposed here:
https://github.com/owlcollab/oboformat/issues/88
