[Obi-instrument-branch] instrument by virtue of part

Hi,

The idea behind the class instrument_by_virtue_of_part was that if a
device had a part, that was a device inferred as an instrument, then
the original device should also be inferred as an instrument. The same
inference can be achieved by placing an additional N&S block on the
instrument class with the restriction [has_part some instrument].
Therefore, if this extra restriction is added the the class
instrument_by_virtue_of_part can be depreciated.
