[Obi-instrument-branch] instrument by virtue of part

Just some house keeping.
I noticed that the class flow cytometer was getting classified as an
optical subsystem. I have fixed this and also added a class called
"instrument by virtue of part" which allows a mass spectrometer and a
cytometer to be classified as instruments by virtue of having a device
as a part which has the function "measure function".
