Encoding to a custom resolution

Dear All,

We are planning to start a educational TV channel and our streaming partner wants us to send a stream with the following specs,

Video: H.264

Resolution: 854X480

Bitrate:3000kbps

Audio: MPEG-1 Layer ll

Bitrate:256 kbps

I am new to video streaming and I tried obe-rt encoder. All other settings are fine but I couldn't find any way to adjust the resolution to match 854x480. Is it possible to do this with obe-rt and if so please advice me on how to do this.
