add between to higher and lower

I was wonder, 

If I have a rule with such conditions:

if cpa is lower than 8,  raise cpc base by 30%

if cpa is lower than 9,  raise cpc base by 20%

if cpa is lower than 10,  raise cpc base by 10%

now, 

If the cpc is 7, the adjustment will be 10%,

unless I build it from higher to lower in reduce, 

and from lower to hight in raising the cpc

so,

can you add an option of : between so it won't matter the order?
