the rule doesn't increase the bid

Hi Guys,
i'm having the following rule and it seems that one part of this rule is not working:
Rule: OB_NissimPauseSection_L7D_RPC~$0.1
Campaign: Outbrain_CarDeal_All_CO_256424251211N1_All_RON_TN
Accoult: Tier3 (T)
As you'll find in this rule, the second part of this rule that should increase the bid on specific cases. for some reason, there are section that should be apply this rule but it doesn't change their bid - do you know why?
