1. what happens if it capped again an hour later, increase budget multiple times a day?  yes, only if it would be possible to make a condition which will prevent base bid from rising too high, to a certain desirable limit. 

2. does the budget ever decrease of infinitely increases? it could decrease in case my cpc is above the limit bid i may be willing to pay, and the conversion rate has not decreased as a result of the multiple increases, otherwise (tcpa limit).
