Hello,

When you have packages delivered to you buy lets say FedEx. Does the
front desk sign for it and let you know it arrives next time it sees
you walk by or phone calls you. Or you need to run down and sign for
it. Or you need to keep track when it should arrive and then keep
asking the front desk if it arrived.

Is there an outgoing box in building for USPS?

Dude you are very worried about a lot of little things. There's a doorman who signs for packages there's outgoing mail. There's a common area on every floor, some have 2. When you move in you get access to the building intranet which will tell you what floor everything is on and you can reserve it.
