Can we block specific IP addresses?

There's somebody out there who keeps accessing various wiki pages, including pages on the Oakland Wiki, and making strange tag edits. A sample is attached, and you can see from the links below that this same person (or at least the same IP address) has been blocked from editing other wikis. Is there a way we can block this same individual from editing the Oakland Wiki -- or the entire localwiki database? I did a search on the entire localwiki database for entries with one of the odd tags this person has added, and deleted them from about 10 different pages.

Yup, very easy. I've blocked that IP address (68.153.113.200). Other
global LocalWiki admins can block IP addresses as well -- full list

One of the recent edits by the IP was adding a bunch of tags to https://oaklandwiki.org/Oakland_Army_Base. I was attempting to fix this earlier by reverting, but 9 times out of 10, when I try to revert tags, I either get "Looks like something went wrong and we're unable to display the page you requested." or I a message saying it reverted to the specified version, but the tags are still there.

i.e., reverting tags doesn't work as desired :-)

I've only been able to fix this type of edit by individually reverting all tags.  Note also that when you look at the "Info" / "Previous Versions" for a given page, tag edits do not show up, which is consistent with the fact that reverting pages doesn't fix tag edits.

E.g., here's the Oakland Army Base history, and the addition and removal of this user's tags doesn't show up in the list:

Correct. You have to click on 'Info' for the page, then 'tags' in the "Looking for files, links, or tags?" at the bottom of the history page. There you'll have the UI to restore a former version of tags (handy when there are 25 or more added), but I've only had it work once. Maybe...my memory of it is fuzzy.

Huh.  Missed that.  I just tried it with a test page and it worked the first time, and then failed.  And then it worked again.

The only difference is that (i) it works when I'm on localwiki.org/oakland, and (ii) it fails when I'm on oaklandwiki.org.
