OAI-PMH now has explicit CC BY-SA license

OAI-PMH has been around a while, it predates Creative Commons and did not have an explicit license. We have corrected that by adding a CC BY-SA license at the foot of:

  http://www.openarchives.org/OAI/2.0/openarchivesprotocol.htm

and also corrected some old HTML issues. There is no change to protocol and the previous document version [1] is linked from the document history [2].
