FYI, COUNTER is seeking comments by 12 June on reports regarding open content that cannot be attributed to institutions. Consultation document, sample reports, and feedback form link is below.

COUNTER Consultation

Because users don’t have to authenticate to use open content, not all usage can be attributed to an institution or customer. We would like to consult with you about our proposed new reports for non-attributed usage and about how these reports could be broken down and filtered by geolocation.

 

These reports would not be a mandatory COUNTER requirement, but any publishers that want to use them, could do so. We are seeking your thoughts about how useful these reports might be, and more specifically on some of the technical details.
