Thanks for pulling this together. I wonder whether, under “Activities that need data” we might also want to include data on how the absence of OA funding in nonWestern European–-North American countries (1) affects adversely the professional publishing opportunities of individuals in those countries; (2) deprives the global community of research findings performed outside of the Western European–North American axis. Almost without question free research is being used more than resources that cost money. But I question the premise that usage of OA resources versus paid-for access in every instance reflects the value, validity, and significance of the research. That is not to say that OA research is not valuable. Obviously it is. But it does question whether solid, valuable research is being ignored or overlooked by those who can only afford “free.” I’m particularly speaking with a humanities and social science publishing perspective, but I suspect much of this holds true in the STEM fields as well. I’d welcome thoughts on this. Thus, simply put, the lack of access to publish is a significant issue that suppresses research and should be a factor in evaluating OA.
