FYI: the FDA just published a "Draft Guidance for Industry: Questions and
Answers Regarding the Final Rule, Prevention of Salmonella Enteritidis
in Shell Eggs During Production, Storage, and Transportation."

The public can comment on this document until September 12, 2011, although there isn't anything specifically related to organic production or outdoor access in this guidance document.
