IPNET is a dial VPN operated by Telecom Business Services. It allows
users to dial up to a private network using a local-ish number, without
the private network operator needing to build their own dial access
infrastructure.
Users are authenticated (by proxy) using a radius server on the private
network, and traffic from dial-in users is delivered to the private
network using Telecom Frame Relay or ATM.
Several NZ ISPs use IPNET to offer a "free local calling alternative" in
areas where they don't feed and water their own modems.
Calls to IPNET points of presence can usually be recognised by the dial
prefix "087".

Telecom Business Services.

Depending on what "megapop" means, I guess :)

They are both services offered by Telecom, and they both involve
the PSTN. Otherwise, not really.
