Anyone know of PayPal needing point of origin product information

Hi all,

A client got his from PayPal recently:-

5/02/2016: You may be buying or selling goods or services that are regulated or prohibited by the U.S. government.
We would like to learn more about your business and/or some of your recent transactions.<--end

The client have supplied to PayPal an ingredient list on their standard Product Specification sheet - but PayPal said they want all of the information about the ingredients and where they com from,

The product is a spice rub called "Persian Rub" and it's only sold within NZ,

PayPal have frozen an order for a single serve to an Auckland address - the etailer is also in Auckland,

Anyone else had a problem like this...?

We'll go with another payment provider but it's the first I've heard of PayPal wanting specific product country of origin information and they seem a wee bit over the top about it... 

Any insight / thoughts are welcome,

Hi,

I only know of the US government wanting know who is using a US
manufactured good for what purpose outside of the US. So you might
order a piece of chemical equipment and they want to know you are
making some common chemical, not chemical weapons.

I think Paypal is a bit overzealous here, but understandably NZ law
does not apply here, so I'm not sure why bother following it up with
them.

All US export restrictions are marketing effort for non-US online services....
