Hi Dwight,

Do you know if we can use taxi companies to run our paratransit service on an as needed basis, not an every day situation? Would you happen to  know what the regulations are on this as well? Thank you for your help.

Cindy & I discussed this use of taxis in ADA paratransit. She is looking for a cost effective way to serve infrequent, off-peak requests.
 
Cindy thought that the County would ask the taxi to collect distance and time data for NTD. We discussed drug-testing requirements for taxi drivers if the ADA customer did not choose the taxi company. We discussed using vouchers for ADA-certified customers to arrange their own trips. What do you think?

We are looking to do something similar in Broome and Tioga Counties - we are going to contract for the services of a provider, possibly two (one for each county) and have them collect the mileage, time, etc. for reimbursement.  Our idea is not for regular paratransit trips, though, but only for riders who become stranded for one reason or another.  Not sure if it will be a taxi, due to vehicle limitations. Because we are using federal money, the contracting process is very explicit in its requirements, and those are online, I believe.

Taxi is possible but ensuring the taxi company follows all FTA regs since your system is ultimately responsible for subcontractors. It could be helpful if everyone goes through the same training as its helps eliminate any confsion.

Hello from Centro in CNY.  We have 6 taxi and livery companies that provide both paratransit and specialized transportation services, to supplement our own directly operated para and ST Services.  For what it is worth…I am attaching a boilerplate Scope of Work for a typical contract, plus a section on QA/QC requirements, and a section for vehicle inspections.  Besides these parts we also include the required FTA clauses, NYS Contract Clauses (we are a public authority), our own company boilerplate clauses on things like payments, rights to records, etc., the Drug and Alcohol Testing Program requirements (we sponsor a consortium that they are required to join for testing), driver training manual and all of the forms they would be asked to complete, such as accident/incident reports, etc.

It is a thick package and we definitely have to do some “hand holding” to get  our smaller companies through the process.  But if they want to work for us, we have to hold them to our standards.
