There was another relief.  The Linking of PAN with Aadhaar could be done subsequently after filing, but anytime before 31st August 2017. This means that you can now file your Income-tax return on myITreturn quoting your Aadhar number and the subsequent linking of the Aadhar Number with your PAN on the Income-tax Department site can be done anytime before 31st August 2017. Here is the circular issued by the Income-tax Department. Here is what we suggest: File your Income-tax return today, if you have not filed your return. There will be pressure again on the last day. In case you filed an incorrect return (you have entered some figures that may be incorrect), revise it today. If you have not linked your Aadhar and PAN follow instructions here and do the same today. Top Stories for August 22, 2017 Tax Reform Consensus Taking Shape — but Can It Last? The “Big Six” members of Congress and the Trump administration negotiating a tax reform package are making progress. The group has reached a “broad consensus” on the key question of how to pay for cuts in the individual and corporate tax rates, Politico reports — namely, which loopholes and tax breaks to put on the chopping block. The proposals that have found consensus reportedly include a one-time tax break for repatriated corporate earnings, which would likely be taxed between 22 percent and 25 percent, and eliminating the deductibility of state and local tax payments. While that skeletal framework comes as a welcome sign of progress to some, many thorny issues remain unresolved, including whether the tax overhaul will add to the deficit over the 10-year budget window. White House officials and some of those negotiating the tax bill are reportedly more open to that possibility than many of their Congressional counterparts. “Yes, we will be open to losing tax revenues in these early years," Rep. Kevin Brady, chairman of the tax-writing House Way and Means Committee, said last week. And other contentious questions remain, Politico’s Cook writes, including some that are likely to be derided by budget hawks as gimmicky or problematic: “Another outstanding major question is whether all of the tax cuts suggested are permanent, or if the package becomes a mixed one of permanent and temporary tax cuts, some of which would sunset after 10 years.… A mix of permanent and temporary cuts could, on paper, look to the budget scorers like something that would not add to the deficit over the typical 10-year window and would allow politicians more cover to pass such a package.” Keep in mind: It’s relatively easy to be optimistic at this stage, before the details of the tax bill have been fleshed out and before the public and special interest groups have had a chance to weigh in on specific legislative language. But as Lindsey McPherson points out at Roll Call in a piece reviewing the recent history of failed tax reform efforts, messaging generalities and broad outlines of principles may be easier to build support for than an actual bill. She warns that “all the rah-rah moments Republican lawmakers and outside GOP groups are trying to create over the current recess to show support for a tax overhaul won’t stop the backlash that will inevitably come from a variety of interest groups whose coveted tax breaks get cut in the GOP bill.”

Is This Where We End Up on Tax Reform? In a new Harvard Business Review article, Eric Toder, co-director of the Tax Policy Center, predicts where the tax reform effort might end up. “Sadly, the combination of political polarization and one-party control of Congress by a narrow margin makes it very hard to get tax reform today,” he writes. “Instead, what we are more likely to see, based on ideas made public so far, is tax cuts with only partial revenue offsets and the reduction of only the tax breaks that Republicans oppose on ideological or political grounds.” Read Toder’s full piece for an overview of why comprehensive tax reform is badly needed today, and a few creative suggestions for changing the tax system.

A Growing List of Bipartisan Ideas for Fixing Obamacare The failure of the most recent Republican attempt to repeal and replace the Affordable Care means that Obamacare will likely be with us for the foreseeable future. This political reality has given a boost to those in Congress who want to fix problems in the existing legislation. A bipartisan group in the House calling themselves the Problem Solvers Caucus is leading an effort to reform Obamacare. The roughly 40 members of the caucus are focused on stabilizing the system while avoiding raising the federal deficit. The Problem Solvers want to repair Obamacare, at least in the short run, by: Stabilizing the state exchanges by guaranteeing federal subsidy payments (known as cost-sharing reductions) for insurance companies. Easing the burdens on small employers by increasing the size of companies that must offer health insurance (from 50 employees to 500) and defining the “full-time” workweek as 40 hours (up from 30). Creating a federal stability fund to reduce the premiums for high-cost patients. Encouraging states to experiment with ways to save money. Keeping most ACA taxes. The Problem Solvers want to eliminate the 3.2 percent tax on medical devices, but keep the law’s added taxes on high earners. Related: Senators to Hold Hearings on a Bipartisan Fix for Health Care Writing in the Health Affairs Blog, Robert Pozen of the Brookings Institution has analyzed the proposals and offers a few ideas of his own. Pozen thinks the Problem Solvers could go further by: Allowing Medicare to negotiate drug prices, which is supported by more than 80 percent of Americans. Preventing enrollment abuses by toughening the rules for signing up for insurance outside of the enrollment period, a key worry for insurance companies. Offering insurance in uncovered counties through the Federal Employees Benefits Program, using the federal system as a backup in sparsely populated counties lacking even a single insurance provider. Encouraging younger, healthier enrollees by offering tax credits or allowing insurers to charge younger adults less than they can now. Expanding the use of health savings accounts in conjunction with Obamacare plans. Keeping the Cadillac tax on high-cost plans, but with adjustments:Lower the threshold for the tax, to discourage high-cost plans, while allowing high-cost states such as Alaska to adjust the threshold higher. Abolishing the Independent Payment Advisory Board, a panel designed to reign in Medicare costs that has yet to begin functioning and has faced bipartisan opposition. With this growing list of proposal for improvements in the ACA legislation, lawmakers can’t claim that they lack for ideas when it comes to improving the existing health-care system.

Map of the Day   How Immigration Can Help Save Social Security The Bipartisan Policy Center issued a new white paper today that details one crucial twist to the ongoing immigration debate. Authors Kenneth Morgan and Theresa Cardinal Brown write that immigration can help boost the solvency of the Social Security Trust Fund: "The logic is simple: Immigrants tend to be of working age when they move to the United States. Furthermore, research indicates that foreign-born individuals are more likely to be employed than their native-born counterparts, as native-born individuals tend to have more flexibility to enter retirement, enroll in school, or enter disability. More people working and paying into the Social Security system decreases the old-age dependency ratio, which extends trust-fund solvency.” The report also notes that undocumented immigrants may help trust fund solvency, too.   “The rules of the Social Security program stipulate that workers must have at least 40 quarters of covered earnings to qualify for benefits—that is, workers must pay Social Security payroll taxes for 40 quarters before becoming eligible. Because undocumented immigrants are not eligible to collect Social Security, many pay into the system but are unable to collect the benefits associated with those payments. In 2010, $12 billion more was collected from undocumented workers’ payroll taxes than were paid out in benefits, according to estimates from the SSA.” The authors note that immigration alone won’t solve the long-term problem of Social Security solvency, but it can help boost economic growth and mitigate some of the demographic challenges created by an aging population and declining domestic birth rates. As armed clashes have intensified recently and the Taliban insurgency has made recent gains, the insurgents now hold 48 of Afghanistan’s roughly 400 administrative areas, according to The New York Times. On average, 31 Afghan national security forces and nine civilians are now killed each day on average, The Times reports. About 6,000 Afghan soldiers were killed last year. The war has cost more than $1 trillion. The U.S. has already spent $117 billion on Afghanistan reconstruction efforts. Some 2,350 U.S. troops have been killed in the war, and another 20,000 have been wounded. In all, about 3,500 U.S. and allied forces have been killed. McConnell: ‘Zero Chance’ That the Debt Ceiling Will Be Breached At an event in Kentucky to discuss tax reform, Senate Majority Leader Mitch McConnell and Treasury Secretary Steven Mnuchin insisted Monday that Congress will raise the debt ceiling by late next month, in time for the U.S. to avoid a default that could roil the global economy and markets. The key quotes, per Roll Call: McConnell: "There is zero chance — no chance — we won't raise the debt ceiling. No chance. America's not going to default. And we'll get the job done in conjunction with the secretary of the Treasury." Mnuchin: “We’re going to get the debt ceiling passed. I think that everybody understands this is not a Republican issue, this is not a Democrat issue. We need to be able to pay our debts. This is about having a clean debt ceiling so that we can maintain the best credit, the reserve currency, and be focused on what we should be focusing on — so many other really important issues for the economy.” Mnuchin reiterated his “strong preference” for a “clean” increase to the debt limit — one without other policy proposals or spending cuts attached to it — but some House conservatives continue to press for such cuts. Bonus McConnell quote on what tax breaks might be eliminated in tax reform: “I think there are only two things that the American people think are actually in the Constitution: The charitable deduction and the home mortgage interest deduction. So, if you’re worried about those two, you can breathe easy. For all the rest of you, there’s no point in doing tax reform unless we look at all of these preferences, and carried interest would be among them.”

What Can Be Done About Rising Drug Prices? Republican efforts to repeal and replace Obamacare may have collapsed, but as Northern Trust economists Carl R. Tannenbaum and Ankit Mital wrote in a note published Friday, there’s a broader healthcare debate that still needs to happen.   “Coverage and care for the roughly 20 million people covered by the ACA are very important,” the economists wrote. “But a total of 330 million Americans are in need of better and more economical health care. Congressional debate needs to ­­take much wider perspective on the topic.”   As the Northern Trust charts below suggest, drug prices must be part of that discussion, given that pharmaceuticals account for about 10 percent of total U.S healthcare spending, or some $325 billion a year. That steep annual bill is also expected to rise 6.3 percent a year over the next decade, the economists say — a pace far faster than overall inflation or income growth.     None of that should come as a shock, and the policy options for addressing the problem aren’t a secret either. Tannenbaum and Mital outline five policies that could help patients and the government shell out less for drugs:   1. Capping costs or limiting access to particularly expensive new treatments 2. Making generic versions of drugs available earlier and more easily 3. Allowing the largest insurer in the country — Medicare — to negotiate for lower drug prices 4. Reducing the incidence or severity of expensive chronic diseases like diabetes through broader adoption of wellness programs 5. Allowing the re-importation of drugs from countries like Canada, where the medications cost less.   The question is whether or when we’ll move on from debating Obamacare to some of these other structural issues.

Trump’s Proposed Budget Cuts Inspire a Monthly Fast in Protest While many of us were looking at or talking about the solar eclipse, a group of religious anti-hunger activists were commemorating the day for another reason. As USA Today reported, the advocates for government food aid went hungry today to protest the Trump administration’s proposed cuts to nutritional assistance programs for the poor.   “We continue to fast and pray on the 21st of each month throughout this 115th Congress through the end of 2018,” the advocacy group Bread for the World explains on its website. “We chose the 21st of the month because that is the day when SNAP (formerly food stamps) benefits for most families run out. It is the hungriest week of the month.”   Trump’s proposed budget would cut more than $193 billion from federal SNAP funding over the next 10 years. The cuts would mean that the $252 that the average SNAP household gets each month would be reduced to $173.   In all, the government will spend about $66 billion this year providing SNAP benefits to some 21 million households, or 42.5 million people.
