A note to this group:
We have been advised that as of January 1, 2015, the NY City Register is requiring that any and all documents delivered for recording must be executed in black ink. The NYC Register will no longer accept blue ink signature on documents to be recorded and/or filed. A representative in the Recordings Department in the NYC Office of Chicago Title confirmed that this is a new policy mandated by the NYC Register. It appears that the new policy was instituted because the scanning of blue ink signatures yield a lightened signature with inconsistent color quality. Over time, the signature disappears when reproduced and disappears after several generation of copies.

I asked the New York State Land Title Association to confirm this information
It appears that black ink is preferred by the city register's office but it is not required; what is important is the illegibility of the signature after the document is imaged. Black ink works better.
