Major Duties:
You will serve as the Deputy Chief, Field Security Division, within
the Office of Security and Integrity (OSI) with responsibilities for a
nationwide security program.
You will provide leadership, direction, guidance and management
support for the Field Security Program within USCIS. You will
directly support the Chief, Field Security Program to obtain the
tools, resources and training to complete the OSI mission and to
implement specific security policy nationwide. You will coordinate
closely with OSI Division Chiefs, other USCIS leadership, as well as
Department of Homeland Security representatives. You will represent
OSI at high level management meetings and conferences.
You will participate in the management of security projects nationwide
and provide administrative support & oversight to the OSI Field
Security Division staff and contractors, including setting performance
standards and providing periodic performance counseling and
evaluations. You will formulate training plans for assigned security
personnel and coordinate formal training when required.
You will provide program oversight support for all field security
disciplines, including Administrative Security, Operational Security &
Physical Security.
You will prepare, analyze, formulate, develop, review and implement
agency security policies, standards and procedures. You will maintain
ongoing working relationships and liaison with counterparts in other
agencies and higher-level management regarding security and related
matters.
You will plan the work to be accomplished by your subordinates, set
and adjust short-term priorities, and prepare schedules for completion
of work; assign work to subordinates based on priorities, selective
consideration of the difficulty and requirements of assignments, and
the capabilities of employees; evaluate work performance of
subordinates; give advice, counsel, or instruction to employees on
both work and administrative matters; interview candidates for
positions in the unit; recommend appointment, promotion, or
reassignment to such positions; hear and resolve complaints from
employees; effect minor disciplinary measures; identify developmental
training needs of employees, providing or arranging for needed
development and training; find ways to improve productivity or
increase the quality of the work directed; and/or develop performance
standards.
Qualifications:
GS-14: You qualify at the GS-14 level if you possess one (1) year of
specialized experience that equipped you with the skills needed to
perform the job duties. This experience must have been equivalent to
at least the GS-13 grade level. Examples include experience serving as
a technical authority in a particular security specialization (e.g.,
physical, industrial, personnel) or in general security administration
sufficient to apply new theories and security developments to unusual
and complex security problems; evaluate programs and administrative
procedures for adequacy, efficiency, and areas of improvement; and
evaluate the impact of new security legislation or regulations on
programs, missions, and strategic plans.
Education: There is no educational substitution at this grade level.
REQUIREMENTS:
U.S. Citizenship/U.S. National: Candidates must be United States
citizens or United States Nationals and present proof if selected.
Qualifications by Closing Date: You must meet all qualification
requirements by the closing date of the announcement. Please note that

Time In Grade: Time in grade restrictions must be met by the closing
date of this announcement. Applicants must have at least 52 weeks of
service equivalent to the next lower grade level in the normal line of
progression for the position to be filled.
Background Security Investigation: You will need to successfully
complete a background investigation before you can be appointed into
this position.
Drug Testing: Non-CIS employees are subject to drug testing prior to
placement in this position. CIS employees in non-test designated
positions are subject to testing prior to placement in test designated
positions. Employees in test designated positions will be subject to
random testing.
Probationary Period: You may be required to serve a probationary
period of one (1) year.

You will be evaluated based upon the responses you provide on the job
specific questionnaire that is required as part of the application
process for this position. You will be rated based on your responses
and assigned a score ranging from 70 to 100 points. Candidates will be
referred for selection in accordance with the terms of the agency
merit promotion plan.
