Housing Projects and Anti-Crime Scam

One of the best kept secrets around town is the New York City Housing
Authority announcement that says:

NEW YORK CITY HOUSING AUTHORITY SECURITY PACT

home and on the grounds of New York City Housing Authority
developments throughout the city.

(between W. 9th and Lorraine Streets)

So, what's so bad about all this?

If you call any New York City Housing Authority tenant in any housing
project about this, they probably will tell you that they never heard
about this.

Since there are over half a million New York City Housing Authority
tenants, the Cole directory and your fingers will show that we are
telling it as it is.

Media outlets who are not expected to report favorably on this event
have not been notified.

So why is it a scam?

The Queensbridge Tenant Council feels that this is just a scam for
the New York City Housing Authority to get special funds from the US
Department of Housing and Urban Development that will then be
co-mingled into the sink hole of general funds and never be heard
from again.

If NYC HA Chairperson Sally Hernandez-Pinero was as concerned about
crime as she feigns to be, she would at least deign to answer queries
from her customers, the tax paying tenants.

On December 6, 1992, the Press Secretary of the Queensbridge Tenant
Council faxed NYC HA Chairperson Sally Hernandez-Pinero:
Today December 6, 1992 at 4:42 PM I called 9-1-1 to report gun
shots outside my window.

I left info with operator #174. I was afraid to look out the
window as I didn't want to get shot. My uncorrected vision is
5/200 and my best corrected vision is 20/60 with a BIG problem
when it is dark, so there is not much I would be able to see
anyhow.

It turns out that someone was shooting from the window of
40-09 Vernon Boulevard apartment 5D.

The police did arrest the perp so you should have no problem
verifying this.

Now I have a question. How come we never hear of these people who
shoot from the roof tops, the windows and the street corners
getting evicted?

NYC HA Chairperson Sally Hernandez-Pinero never bothered to respond.

110 West 9th Street, the address chosen for this apparent charade, is
in Red Hook Houses where school principal Daly was shot. The perps
who shot Daly were then given sanctuary by Reverend Herbert
Daugherty. It is felt that this address was chosen to minimize the
tenant turn-out. The word from the good Red Hook tenants is that the
drug dealers rule the roost at Red Hook.

Note new follow-up instruction. nyc.announce (and all *.announce groups)
is for announcing events and inviting people to attend. NOT for discussion
of announcements issued in writing (BTW, who did you get it if it's so secret?)
by the government, except to repost them with minimal comment so netters can
attend even if they don't get the printed version.

Maybe some are not tenants. Maybe some run off before the police arrive so
they have been arrested and the Housing Authority doesn't know who they are.
Maybe they do get evicted but you don't hear about it.

If I wanted minimal tenant turnout + maximum convince for Dinkins, I would hold
it in Lower Manhattan, near his office and away from the tenants homes.
If I wanted maximum tenant turnout and to be able to dramaticly show what
I was trying to prevent by improving security at housing projects, I would
chose someone near housing projects for the tenant's convinience, and ideally
a murder scene for the symbolic effect.
Dinkins tends to bring large numbers of police when he travels. Tenants should
be safe at the rally. There is a possiblity of retaliation by drug dealers
later against the tenants who attend but this would happen whereever the
rally (or whatever it is) was held. Dealers can travel anywhere tenants can,
especially since dealers are more likely to have cars. Also, if the city
notified media organizations, as you suggest, dealers could set their VCR's
to tape the TV coverage, thereby being able to see the faces of the tenants
who attend as often as they want, making revenge even easier, and without
even having to attend.

Like the U.S. government would care about this, much less provide special
funds as a result.
