repeated TranscomID in traffic speed data

Hi,

I'm trying to use the Real-Time Traffic Speed Data here:
http://a841-dotweb01.nyc.gov/datafeeds/#Speed

I was expecting the TranscomID to be unique to each sensor, but I'm
finding it is repeated in 5 different cases.

For example, Transcom_id="4616334" applies to both:

linkId="327" Owner="NYC_DOT_LIC" Transcom_id="4616334"
Borough="Manhattan" LinkName="FDR S Catherine Slip - Whitehall St"

AND

linkId="345" Owner="NYC_DOT_LIC" Transcom_id="4616334"
Borough="Manhattan" LinkName="BBT Manhattan Portal inbound - West St N
Watts St"

These seem like completely unrelated section of road. Can someone help
me understand why they have the same TranscomID?
