This might be obvious and isn't really be an answer to your question, but just in case you weren't aware:

For Chromium OS you'll probably need to make an app on the Chrome Web Store at https://chrome.google.com/webstore/category/home. You won't be able to use node-webkit or node.js, but you'll be able to use JavaScript and HTML.

For mobiles you can use tools such as PhoneGap. Again there's no node-webkit or node.js.

There is however a project called chromify that extends browerify's node port using the TCP client and server found in chrome apps.
