Send if date

Hi! 
I use Formmule to send email reminders based on a certain date...this allows me to use the same row to send multiple emails.  I use copy down to bring the date down and created a column to subtract two days from that date to send a reminder.  Then formmule auto sends it if the column says SEND every day between 9-10am.  

The formula used in the "It is the Monday Date?" and "Is it the Presentation date?" is: 
=if(month(I33)&day(I33)= month(today())&day(today()),"SEND","")

But what happened a few days ago and today is that it is reading the date from the row in white below as 11/7 and sent the email today, instead of reading it as 1/17.  How can I fix this?  (The leading zero before the 1 doesn't change it as it auto sent the email on the 5th without the leading zero).
