Same score, different skill - is it possible?

Is it possible to have the same score with different skills identifiers? I tried doing so and it has the correct amount of columns with the same score, but it only took one of the skill identifiers and placed it. I attached a jpg of both the original rubric and of how goobric interprets it for reference. 

Background: I'm a band teacher assessing video scales which are pass/fail. There are many reasons to fail, and I'd like to list each one and then have the option to highlight those different reasons to give the kids feedback without having to type it out.

I would like a solution to this problem as well. I am a guitar teacher and sometimes I would like the rubric to have my comments rather than typing them out. The "Permanent comment" add-on does not seem to be available anymore and used to handle this problem.
